Is there any games like Hearts of Iron 3 but better? Something that is a bit faster paced and doesn't lag all to hell when you increase the speed.

If you haven't already tried other PI games, Europa Universalis III is good, but it's set in a different time period.
I don't really mind the time period, but I do prefer WW2 and beyond. I'll look at it.
Supreme Ruler.
Europa Universalis
Victoria 2
Supreme Ruler 2020 as TicTac said. It's pretty great.
hearts of iron
hearts of iron 2
Hearts of Iron II.

There are still a lot of HoI2 players that tried 3 and went back to 2. 2 also has some very nice mods.
This might be a bit outside your comfort zone but you could try Star Ruler.
If you like the Roman era PI also made a game similar to EU but set in the roman era, forgot what it's called.
Europa Universalis: Rome. It terrible without the expansion Vae Victis but it's still pretty boring with it. Basically the only games like Hearts of Iron 3 are Paradox games so Crusader Kings, Europa Universalis 2 and 3, Victora 1 and 2 and Hearts of Iron 2. Europa Universalis 1 and Hearts of Iron 1 are just completely improved on in their sequels while Europa Universalis 3 is different enough that some people perfer to play 2. I haven't played Victoria 2 so I don't know how different it is to Victoria 1.

I looked like your avatar after I read your post.
Hearts of Iron 3 is probably the slowest paced PI grand Strategy - really it should be the fastest since it's based around war, but it's slow because of bad optimisation/CPU gobbling AI.
Hearts of Iron 2 (Or Arsenal of Democracy, which is a third party made updated improved version of HoI2 on the same engine which I've never played) is good for WW2 and ends in 1960 or something, maybe a few years more, Europa Universallis 3 + Expansions for 1400-1830, Victoria 2 (Same look/engine as HoI3 but runs far better) for 19th century and up to the 1930s and Crusader Kings for medieval stuff, except CK is more about dynasties than anything else.
Victoria 2 is fun.
