I was wondering if anyone knew what I would have to edit to make the spies and blockade upgrades from the Capitol buildings unobtainable in AOE3? They have a tendency to ruin online games, and while I can usually rely on the honour system, it'd prevent people from accidentally choosing them when they upgrade.

change the rush settings
