I like the face now. The should just change the colors, maybe to the light blue they had in the concept art? Or a white/grey combination. Right now they look a little out of place.
What's the reasoning behind this?

ffffff. It isn't supposed to look sexy/good. The designers wanted to make her clothes bland because technically AI robots clothed her, and they don't give a shit about design. Read the Game Informer article next time.
Only thing I'd change would be to revert back to combine assassin spring heels, as opposed to shock absorbers on the soles with somewhat superfluous springs on the calves.
Never mind, Two weeks after the release someone will have a replacement model to share around.

No humans was ever participated in designing the costume, it was made entierly by the AI. All AI is cared about is functionality, not the looks. And valve pointed out that it needs to be a "lab rat" style rather than original Portal's "So we will going to run trough a little test, feel comfortable".
She looks like Naledi Atkins from the BioShock 2 multiplayer.
What I want to know is why does she have a new outfit and face if she's the same person from portal 1.

Probably. New engine and all that.
Her facial expression makes her look a little worse for wear...I actually like the design, but not sure about the head-wear.
It looks funky.
