Though, the one in "shoot many robots" looks like a skinny version of him, the face looks very identical, I also noticed

The heavy from the first screenshot looks like the heavy from that picture on that 4chan tf2 map
The game has guns in it, as reference to Counter Strike. You can also move around, in reference to Doom.
Also, the main characters seems to me like a mix of Niko Belich and HWG.

Looks more like HWG and Sniper got together and fucked and had a little baby.
Last I checked, HWG doesn't wear a vest like that and doesn't use that type of shotgun.

Technically it is ripping off Team Fortress - as a series, since TF created the idea of distinct classes.
It's only TF2 rip off if it is cartoony. No matter the actual gameplay, IT IS A RIP OFF IF IT IS CARTOONY, BECAUSE TF2 INVENTED CARTOONY GRAPHICS.
But Fallout 3 has scrap metal too. And robots. And guns. And people.
IT MUST BE A TF2-FALLOUT CROSSOVER.
