I've read more than numerous times that people are looking for art-designers for games. Now, I never actually been bothered to look further but what do concept artists do? Do they get some generic orders on how to create a character and they make it? And is the work they invented always used to make the character alive? How is the work of them used in the total picture of a video game?
I'm guessing the game's writers give a broad idea for the character, and then the concept artists fine tune the idea. Then the modelers base the model off the concept art.
AFAIK most concept designers simply are artists who work freelance for the game studio during their pre-production phase.
It depends on the stage of the game. If you're in the lot that designs the game in the beginning, it's your job to flesh out the art director's ideas or make a lot of versions for different vehicles, charcters, environments and so on.
Later in the developement they aren't really needed anymore, some continue as 3d or 2d artist or move to the next project sketching.
These days, you have to be really good to get hired as a concept artist even for a small or medium sized company. They often "outsource" their concept art as well, hire some concept firms and whatnot. It's not a very stable job unless your work is top quality and the companies want you to work for them.
