I don't think that's Steams.
Take a look on the right side of the store page. "3rd-party DRM: SecuROM 5 machine activation limit".
If the publishers don't want to opt in to using Steamworks (which is free for them so I don't know why they wouldn't) they sometimes use their own DRM. In this case SecuROM.
If you contact EA support they should be able to get you an extra activation point. Next time remember to use the deauthorization tool, or uninstall the game (it deauthorizes the game during uninstall) before you move files around.

Well to be fair, this game came out before Steamworks implementations. That being said it's still bullshit. Just contact EA support and they'll give you some more.

Yep, I've had it happen with a few games, all of which I only installed on one computer, just multiple times.
