No pedestrians in buildings on GTA IV online free roam (PC)

I got GTA IV today so me and my friends could play online. We were messing around in free roam and we went to an internet cafe ("tw@"). There was no one there. Then we went to a cluckin bell, no one. Then a burger shot, no one.

Why is there no one in the shops? There are people walking on pavement and driving cars. It happens when i host or when my friend hosts. Why is this? Can i fix it?

Had civilians on High.

Nope. Happens every time. Can someone confirm that there is actually MEANT to people in there? One of my friends thinks there never is.
