New Mod, "Public Enemies", need help!

Alright.

I always wanted to make a mod, and here's my chance.
Basically, I want to take HL2 Deathmatch and:
-Change the character models
-Change the weapon models
-Change the maps
-Change the sounds
-Keep all the code

My questions are:
-What program should I use to make/modify weapon and character models?
-How do I modify the sounds?
