Stranglethorn Vale, the grind quests actually make you level up really fast if you keep at it.
Desolace is fucking horrible, you're running all over the place and then you get to kill Centaurs for hours.

STV goes pretty fast, and since the area's big and the place is pretty, it doesn't seem as boring
STV. Just go in and hammer it out. good quick leveling.

arathi highlands is fun too. :p Alot of good quest when near 38. I leveled from 37 to 39 with 50% there, and still am leveling. :)
