They could have just went through the game's sound files and taken that, or merged a couple of different sound files to get that one.

because it's taken from the GCF files. Some voice clips were cut but you can still find them in the GCF's

The way I envision the first Ep3 teaser is the camera panning across the Arctic, all icey and shit, while Eli's voice repeats what he said in Ep2, like "We must destroy it, it could cause another Black Mesa" and then you see the Borealis and it's all like "Ep3 LOL"

I found this trailer which uses entirely pre-existing materials and has inexplicably been released only by a single Russian guy, seems pretty legit.
