Why isn't my server online? :/

What do i make wrong?

It starts up and i can join. But only as lan. It isn't online..
Here's my shortcut SRCDS(No GUI):
C:\Server\css\srcds.exe -console -game cstrike -tickrate 33 -ip 192.16*.*.* -port 27015 +maxplayers 32 +map de_dust2

I made som star things at my ip, you know why.

And here is my server.cfg (wich loads when it opens):

If the -ip 192.16*.*.* continues with an 8, you've got your problem.

[0430AM]

If IP starts with 192.168, it is an inner IP.
People can't join you.

Ask your provider for a dynamic IP.
