I meant that more in the sense that stealth is encouraged and recognized, but you can still shoot everyone if you really want to.

I had a lot of fun sneaking around in Deus Ex. The Chronicles of Riddick: Black Athena had a good stealth system, too, and forced stealth a lot in both the remake campaign and the Black Athena campaign. They are both first person, though, if you don't want that.

Also, like other people said, try the Hitman series.

rofl. The smaller infected attack everyone they see and the larger attack you. Only about 1/5th of the game "is meant to be stealth", the ones where you infiltrate the Human Bases.
