Looks like post-processing.
It is, a hell of a lot of it too. These kind of videos are fucking stupid, you can barely see what is actually happening half the time thanks to the 5 million effects a second they are determined to fit in.
Bloom rape.
The video sure lags alot for me. Probably from the bloom shit
Heightened contrast and bloom raped. The console approach to graphics.
It looks like he recorded it on a camera phone. The colors look washed out, not higher quality.

You can't without recoding most of the engine to work with a new DX module. All the effects and the "enhanced graphics" in that video were just horrendous amounts of filter rape in a video editor. It wasn't possible in game.
The software I think he was using to create that motion blur was, Reelsmart Motion Blur.

He definately edited the video with external programs. You can't get CS:S to look like that in real time.
I do, however, have a high-quality config that can make the game look a bit better. It goes in an "autoexec" in your C:\Program Files\Steam\steamapps\<Username>\counter-strike source\cstrike\cfg. If you don't find one, make one by copy+pasting any of the CFG files that are already there, renaming the copy to "autoexec" (without ""), and replacing everything inside with this:
