No, no real city has been named it just takes a lot from different locations inside of Eastern Europe. Like the Overwatch Nexus is the Serbian parliament building.

Although the gas pumps seem to originate from Switzerland...

Did they actually state that valve had declared these all the combine ruled cities? I believe the taco and banana continuity deviates from the actual HL2 one.

C17 is a magical city with notable locations from about 11 different countries.

Eastern Europe is a large city.

But it is fairly obvious the Combine have a great deal of rule over Earth, but they don't control that many actual cities. The Combine had no idea resistance would be so great, so many cities still remain under resistance control, though the Combine did simply wipe out some.

Most of these cities were made up by cybering, roleplaying, faggots.
