I live in Australia and I pre-purchased Mini Ninjas a couple days ago, I was planning on downloading it this morning, but for some reason it says it's still not released.
As you can see on the store homepage, it is in the new releases section, saying that it was released today.

The countdown to the release has been removed, but it still says pre-purchase.
And, on my steam games list, it says it's not yet released:

I check the forums and someone had posted the same problem, but no one has replied yet.
What the fuck is going on here?
It's probably going by time in the US, here it's still the 11th.

Unless it was the original AUS time of around 3 AM, Then I'll probably be waiting 7 hours
my advice:
Pick up a book, read it
Go to work/school and forget about it
Play some games you already have
by the time you've done all this it should be out

Check again, if it wont let you, then it's because australia has weird laws and your south park episodes are a year behind

It came out in America a couple days ago, it was supposed to come out in Australia at 3 AM this morning.
ask valve.
