OK, I'm at the quest where you have to kill the president at the hoover dam, and everything goes fine until i get to the damn, i can sneak past the NCR Rangers, but when i go to talk to Cato, he says "What is it?" and then the only thing i can say to him is "Goodbuy" and then the president never comes, what should i do?
