It's set in 96' Or 2000 I can't remember. But, to answer your question, yes. It is.
Its in the time of black mesa, so yes.

Its set JUST before HL2, so probably, assuming HL1 was '96, It was most likely 2016 or something.

It was sometime around the Black Mesa incident, so it is set about 20 years before HL2. Well remember guys, Portal was a mod made by the same guys that did Narbacular Drop (except they worked at Valve after Gabe hired them all) AFTER HL2 came out. The whole 'portal' idea didn't exist until after HL2, so pretty much anything you see in HL2 will not hint towards Aperture Science. On topic, the whole Earth has been dominated by Combine in HL2 and at the end of Portal you pop out in that every day parking lot, so I'd say it's before the 7 hour war.

It would have to be after the Portal storms and the Combine Take Over. GLaDOS does refer to the Combine, not by name, just as "They" or "Them". I belive some Valve employee said early on with the Announcement that Portal takes place around the same time as Half Life 2, or just before. I'd place it around the Events of Half life 2 myself. There is no given date really, it takes place After Half Life 1 ends and Before episode 2 begins. Only a 17-20 year time line to look at....
I thought it was never confirmed when it took place. As far as we know it was Tuesday and everyone was at home for the weekend.

I thought (according to the song) the song said Go ahead and leave me. I think I prefer to stay inside. (Portal Storms?) Maybe you'll find someone else to help you. Maybe Black Mesa THAT WAS A JOKE. HAHA. FAT CHANCE. Were they talking about how they knew that Black Mesa was destroyed or like rivals take shots at each other and they meant you couldnt get help from Black Mesa (fat chance)
Apparently, Aperture Science was evacuated (at the time of the game events) and the only thing still there was GLaDOS and she wasn't even tested when she was activated.
