what is the difference between the new and old?

the only this separating the two is the little icon that comes up when you hold the talk key!

if you're trying to get HLDJ or something similar to work:
sv_voicecodec <name of voice codec> (nowadays, it's vaudio_speex)
if you can find the name of the old voice codec it might work.

or there's sv_use_steam_voice <0/1> to use the latest codec or not.

Every codec is in its own DLL. There's 3 that I can see, vaudio_speex, vaudio_miles, and vaudio_bink.
