our classification scheme doesn't have a rating over MA15+ for games, (read MA15+: adult supervision for over 15 year olds.)

That system DOES NOT work (the one being used now). All they do is censor it (even slightly) and release it under the highest available rating, which ruins the game and doesn't really decrease the violence much.
