The Intel GMA 950 is a card that is commonly found in netbooks and poor quality laptops bought from overpriced dealers such as PC World. The GMA 950 stands for Graphics Media Accelerator 950, unfortunately, it cannot do the first bit.
So I'm going to tell you how to boost your GMA 950 or 965 (x3100) to the very limit that it can be, albeit it isn't much, but it's a start!
1. Turn off all startup processes, don't even question it, just DO IT. Go to Start -> Run -> MsConfig.exe -> Startup and it's safe to untick everything, and that is exactly what you must do. That should free up a bit of RAM for it.
2. Did your GMA 950 laptop come with 1GB or less RAM? Did it also come with Vista, well get that sucker off Vista and onto either 7 or XP. XP will boost your performance more, but leave you unable to use the latest products. The GMA Card uses over 100MB of your RAM, and when Vista is using a large fraction of it, it doesn't leave much left for the System.
3. Turn all the graphics settings right down to low, you know full well that the computer isn't going to be playing any of the latest titles on High.
4. Don't bother installing Crysis, dig for older titles that can run with it's sub-par Pixel Shader 2.0, and Vertex Shader 0.0. There will be absolutely no new games that will run with that kind of hardware. Albeit this is not speeding it up, but a recommendation.
5. Make sure it's not overheating, if you can use the laptop outside, on a table with lots of gaps inbetween the wood, so that the air can flow throughout the laptop.
6. Download GMABooster, your GMA may not be running to the full potential that it could have done, because it may not be running at the correct MHz and the graphics capability may have been capped.
7. Use modded drivers, while none of them work on Windows 7 just yet, there are plenty for Windows Vista and XP that will allow you to play older games such as CoD and increase performance in newer games that run such as L4D and will give your computer a boost in Counter Strike Source and the like, however it is recommended that you use it in a cool room, because it can't detect overheating if you do this.
8. Control Panel is everything, you can use some of the items in the control panel, especially your drivers settings to perhaps turn up some of the settings for your cards speed, and tell it to focus on other things, such as the games that you are playing
9. Try using Game Booster, it will clean up your RAM a bit and disables unnecessary Windows subtasks, such as Windows Time and other things that could be using drops of Valuable Memory, and will often end up reclaiming more RAM than you think. You should also try Auslogstics BoostSpeeds One-Click Checkup and Memory Optimization.
10. Try running CCleaner, sometimes all a computer needs to get that kick back to it is a nice, hearty clean, and to make sure there are no background processes such as Firefox and iTunes running in the background, but you shouldn't be running iTunes anyway, you idiot!

What's wrong with itunes? I mean yeah it isn't a good media player (I rock VLC for that shit) but it's a good way to get music and other things.

I have a grudge against iTunes because it always used to run iPodHelper.exe in the background that would use 100mb RAM and 100% CPU, apparently it was a bug and has been changed, still not reinstalling
Get iTunes, get their whole package and they even try to make you buy quicktime! :<

A $200 desktop won't run that much better than a laptop. An $800 desktop can be pretty good if you don't buy a prebuilt.

I'm a quality whore, that's why I use WinAmp. It supports plugins, including a FLAC decoder. You can't get any higher quality than FLAC.
Also, Foobar2000 must be good too because so many people would rate me dumb if I didn't mention it.
