Random Steam coupons?

So I just noticed an alert saying I got 2 new inventory items. One coupon for Might and Magic Clash of Heroes 66% off and one 50% off Assassin's Creed Revelations. That's puzzling enough considering I have no idea why I got them in the first place.
But then I was talking to a friend who also got an ACR coupon. He suddenly went offline for a minute, came back and claimed to have 6 ACR coupons. I checked his inventory and sure enough he did.

So is anyone else receiving random Steam coupons?

Okay, SOMETHING is going on. His inventory went from 6 ACR coupons to 8, 10 and now 12.
And 14.
And 16.
