Yes but there's a subscription option too IIRC. I sort of prefer the "pay for X hours" subscription model though, it means you don't feel like you need to try your best to get your money's worth every month.
I'm going to play the Key to the City thingymabob when it starts then decide if I want to pay for it or not.

Eh for as far as i know it's on a monthly base like WoW..
Game has a cool concept but i think that, Sadly, That's the last awesome thing it contains.
I'd consider it if my computer could run it. I tried the beta and while it looked fun and I have several friends who are well established in the community (and thus could easily get me off to a good start), my computer is unable to handle it. :frown:

So yeah, you can either opt for a WoW like structure or pay for X ammount of hours.

played the beta, customization was great, everything else was shit.

I don't think it's a very wise decision to purchase an MMO at launch, let alone pre-order one.

I preorded because it was worth the slightest chance that there's a halfway decent Shooter/MMO hybrid worth playing.

I was going to until it changed into a monthly pay system, the game isn't really worth the dough, needs a lot of balancing and new game modes.

If you mean because they'd be unsure of the features/gameplay, then I feel like most people who pre-ordered did so because they were able to take part in one of the many beta tests. And they have already gotten a feel for the gameplay.
Although beta sucked, I was considering buying it to play with friends. Until they revealed their subscription system.
I tried the beta, it's not worth the pricing model.
