Quick Question: Does other people using your internet affect your online gaming?

As the title says: if you are on a game and someone else in the house starts using the internet (just for little things like browsing web pages) are you able to keep playing? I ask this because in my house at the moment, I can pretty much never get a good game of TF2 in because someone else is using the internet in the house, normally just for small things such as browsing a site or IM. We are trying to improve it, but I want to know if it is a lost cause, and if it is impossible to achieve what we want (gaming + websites at the same time). We have annoyingly slow internet, so I want to ask people who have faster connections if they are able to or if we should just give up.
If they are playing another game it's fine, doesn't seem to cause anything at all but when they start downloading my ping is normally shot up to 200.
My famil might be downloading something but they are reasonable and will most often lower their speeds.

How could it not affect your speeds :raise:?
Obviously if your internet was being used it would have some effect on your online gaming, no matter how small that may be.
Yep, i can host TF2 on my laptop while my brother is watching porn (busted him) :V
Only when someone is downloading torrents. And apparently my neighbors affect it also since I have Comcast.
When someone torrents, I get 500+ ping on usually 20ping servers.
No problems here at all, but that is probably because I am on a 25Mb connection.

Shitty BT broadband, and the telephone pole outside was hit by a car a few years ago and BT just glued it back together with PVA by the look of it.
When my brother and sister stay over, the internet gets sapped big time.

If people start downloading something, then it does. Other than that, no.
I can play TF2 fine with my mom browsing the internet upstairs and my brother on Xbox live at the same time.
When anyone accesses the internet at all, all my internet based games become unplayable. I have such slow internet (like 150 kb/s download).
I'm usually fine as my mom just plays those seek and find games all day.
