Since he can reset the password and have it forwarded to another e-mail by contacting support, cause I'm sure he must have proof of purchase of some of the games he has on the account.

I don't think he's the only one to get hacked. And why do you need to restart your steam 3 times? Couldn't steam guard build itself after one restart? I won't be using the beta anyway. Since it's beta and it's got to do with your account...nope.

You enable that PC to use your account? I don't know exactly how it works, but you just have to enable a PC to use it.
