As I type this I'm downloading thw 1.2 update so i can apply the 1.21 hotfix. Anyways...
I decided to install Crysis, after I bought it years ago and never played it. My friend's PC has the SAME specs as mine, and he can run it fine... I can run Half-Life 2 or any other Source game at like, 60-90 FPS on the highest textures, and on LOW for Crysis it has very little, I didn't check but it feels like around 10-20. And the sound is all really jumpy and stuff.
2GB Ram
ATI Radeon X1600 Series
Windows Vista Home Premium 32 bit
AMD Sempron Processor 3000+ 1.9 GHz
And I put the Radeon X1600 on the latest drivers, still, the FPS problem.
Is this a common problem or something? I don't have anything running i the background.

You have shit specs for a high end game used mostly for benchmarking that's why.
I talked to someoen on Steam,they said the game is made for Nvidia, and I have been thinking about going to that.
Also as above, my friends PC can run it REAL good o nthe same specs.

I got 13 FPS on very low back on my 6000+, 2 GB RAM 8500GT computer at 800x600...
You cannot get a good FPS with those specs.
Well, any suggestions for any PC part then? I got money to blow, and yes, I know the prices, I'm not a 10 year old thinking hes a PC god.

Well your first problem is using Vista (bandwagon) [attn fp lern2 read sarcasm + windows 7 > VISTA]
A 1.9 GHz processor? Might want some with more than 2 GHz
I'd imagine the x1600 card doesn't have over 256mb of vram, probably an issue. Crysis is a GPU hog.

Well as far as processors go, I recommend an intel i5 or even an i7 if you want the best quality.
As for graphics cards, I'm currently using an ATI HD 4850, it's great for crysis.

First off, OP. your 1.9GHz processor isn't gonna cut it. Especially a single-core Sempron. You need something more capable, like a Core 2 Duo @ 2.4GHz or an Athlon64 X2 equivalent. A quad-core would be even better.
The X1600 will run the game, but you're not gonna enjoy the graphics with it. Definitely upgrade to a HD3000 or GeForce 8000 card or higher.
And Brandon, you got rated dumb because people think you're a fanboy.

A 6000+ is still an acceptable CPU and will run Crysis fine on higher settings when paired with an 8800GT ish
Also I'm surprised the OP's computer can even run Vista for that matter

My main issue is on the level "Paradise Lost" I witnessed my fps drop down to 9 after meeting back up with Prophet.

Why are you running at 1280x720? From the looks of your screenshot, I'd say that was your desktop resolution too. Your PC can handle resolutions higher than that, and if your monitor can't support it, I think it's time to upgrade your monitor or stop gaming on your fucking TV.
And yes, turn off AA, like that other guy said.
