That graphics card is a bottleneck right now. I suggest investing into a 4850 or a 9800GTX+ to renew your PC. Processor is... acceptable. But it won't run GTAIV I'm afraid.
It'll run, however you'll run about 6FPS, and will get kicked if you try to play online
That isn't running a game. That's showing how bad "video game violence" is against soccor moms in a slideshow.
You can run it but I doubt it'd work properly. In other words, no.
I use a 2.8GHz Pentium D with a 9600Gt and I can hardly run it with custom minimum settings. You need a new processor to run GTA4 mostly, the GPU won't run it either but the processor is the main priority right now.
Use this for future knowledge. http://cyri.systemrequirementslab.com/srtest/ Install the little thing (No spyware or viruses) It checks your system settings and tells you if you can run it. It shows you why you cant and what you can do to run it. Its very helpful

It's way too inconsistent and often you'll either get results that you can't play it, whilst you can on the highest setting. Or that you can play it but in the end you actually can't.

I got 8600GTS, 2gb DDR2 memory and amd 2.00 dualcore. I can play singleplayer 20-40fps with settings on low, but I usually get kicked in multiplayer
