Like the title says... This sounds a lot like a Defunct video card or overheating issue but it isn't
Temps stay below 72C, and this is the only game that does it, and it happens very specifically, not randomly
Basically, Model Surfaces, NOT water OR Terrain, have white dots/noise/Artifacting that pop up all over them, it's especially visible at night, or on darker surfaces (Because they're white dots) I've updated my drivers to the latest version just to be sure but that had no effect on it, It reminds me of noise on a TV, It's just random popping...
has anyone had this issue before and found a solution? I googled for a similar problem but couldn't find anyone else having this problem

Have you changed anything in the game files? Have you tried to disable some mods?
Also what are your specs? Could be some problem that ArmA2 has specifically with your video card.
I have something similar and I reckon I might as well ask it here: Is it normal that everything has a reddish tint at night? When I play at night everything looks like I had red-tinted glasses on me.

AMD Phenom 955 X4 3.2ghz
ATI HD 5770
4Gigs Ram DDR3
I do recall installing the 1.05 patch but I don't know if it was happening before I installed that patch, and other than that, No mods or anything
About the Red Tint thing, have you tried disabling post processing effects?

I'm starting to see it in Empire Total War now, on the campaign map... It only happens on Model Surfaces, specifically the trees only this time, I know the card isn't overheating and It isn't overclocked... God Damnit

Yeah I tried disabling the PEs, but nothing changed.
Anyways make sure the drivers are the absolute latest, if it's starting to show up in other games it's probably not a problem with ArmA2. It might be a problem with the GPU, but it seems strange that it targets only a specific thing (like the trees).
It might be better if you ask a moderator to move this to the technical support (or whatever it's called) of the Hardware and Software section, they usually know more of this stuff.
Yep, May be the GPU, Don't know why though to be honest, Temps are right on the dot, Shattered Horizon, Crysis, Hell's Highway, all perfect, but Arma 2, and now ETW =(
