It's a reversal character like stated above, google it if you want more information on it. There is a left to right version and a right to left. The character is mainly used to reverse languages which read from right to left.

This has occurred to me as actual Steam bug a few times.

I tried it and didn't work it steam chat.

When I try to type it my edit menu keeps popping up. Nvm I got it to work using the character map but I still don't know how to type it in.

I think steam filters the steam chats or they're just using a font that doesn't have the RTL embed character, either way it doesn't work on them. It's really fun to use on websites and messengers though
