Oblivion is crashing at startup no matter what I do.

Okay, so as the title boasts, my Steam version of Oblivion crashes at startup, during the Bethesda logo flash, and I don't know what's wrong with it. I did everything the technical support page on the Oblivi-wiki said: updated the DirectX files, checked for outdated saves, and I even [I]re-installed[/I] the fucking game.
I don't have ANY mods installed currently, only the two DLCs that came with the game, Knights of the Nine and Shivering Isles. There is no message when the game crashes, it just blacks out for half a second, and takes me back to desktop.
I've had this game for about a year now and it had worked perfectly before, and I had fucktons of mods and shit back then.
I even went into the properties tab and verified the integrity. It did infact say it was missing about 70MB of content, and installed it back in. I started it up. Same fucking thing happened.
Does anyone have the slimmest idea as to why it does this, and how to fix it?
Delete the oblivion folder in steam and redownload. It might work. The one that comes in steam doesn't properly delete the files.
Unless you did that.
