Steam on non-steam games.

Is there any way to get the steam thing (shift+tab) to apear while playing a non-steam game? I bought fallout (from a store, not through steam) and was wonering if I could so I can keep chatting with freinds WHILE on fallout

run from your games list.

But can you still use the shift+tab thingy? like open up the steam browser or chat WHILE in-game?
