If I recall correctly, Blizzard doesn't want player and guild housing because they would rather have everyone together in the main cities, rather than isolated in a guild city. Other than that, it just sounds like a BG + a guild hall.

Guild Wars had guild halls as well but that never became a problem and I don't think it would on WoW either
In GW, guilds only gathered in mass during pvp or some other sort of event
