I have a great computer, but for some reason, in a game like global agenda, I have low FPS no matter how my settings are. They can be maxed out or low, I will still have a low and choppy framerate. What can I do to fix this?
Maybe it's your internet.

I dont think framerate has anything to do with internet, but I have a 25mbit connection, and its working as intended.

I don't know what to say. What card do you have..? What tray tools, I just have CCC. I mean the thing you posted a screenshot of isn't even controlling your GPU, it is changing your registry.

tray tools is an extra application that adds more features than CCC
And.. they're still 3d tweaks that effect performance in games

You are always going to get bad performance in some PC games. It is unavoidable.
You can force multi threading with Nvidia Control panel

You can do it in the nvidia control panel too.
I looked through, but I can not find anything related to the processor.
All games support single core processing, a lot of games support dual core processing and a few support quad core processing. Minor games such as Dwarf Fortress don't support dual core, and even some major games like Global Agenda don't support quad cores.
It's a shame.
