So I just watched "The Book of Eli" which was pretty good IMO and it got me thinking, is there an RTS where you control a town like such in the movie? You scavenge for resources to build buildings, equipment, vehicles, ect. ect. Lead your people, hire mercenaries to fight or train your own citizens, while you fight against other towns or raiders that attack you, or fight them over resource points like junkyards or wells.
Note: I'm not looking for something like C&C Tiberium Wars where yeah the world is shitted up, but they're doing fine on their space ships.
The closest thing I can think of to what you are describing, isn't an rts but is a mod for fallout 3 called real time settlers where you make your own town and all ect.

The mod is called rots now, and rts is no longer supported.

Well, the settlers mod was short, I beat the whole thing in less than a day.
Tis a nice idea you have, shame it doesn't exist. (as far as I know).
You could have all sorts of settlements and stuff fighting over the precious resources, etc.
There's an old RTS, it doesnt have town building though. Although you can build your own units.
I belive it's called battlezone 2012?
Fallout Tactics was kind of like this.
But that does sound like a badass concept.

You can't "beat" it, it has no story mode.
You can beat it in the sense that you become the best town and etc..

After you do EVERYTHING there is to do in the mod (You get all weapons, every NPC available like the trader or medic) you pretty much beat it.
