Except most mods are just map packs. But even then there's a buttload.

My dad bought Half Life when that came out for our windows 98 computer, I was only 7 or 8 years old watching him play through the game...My GRANDMA bought me HL2 for Chistmas of 04. Let me put it to you this way, I am 20 now, and I am still playing the game she bought me, and my dad always mentions how awesome the game is and he thinks is the best game ever created to this day. I got Orange Box day of release, Portal and EP2 are great. Never really got a feel for TF2.

Personally I would say HL:2 it is a fairly long game so you do get your moneys worth out of it let alone a good story. But I could say the same about portal apart from the length. Portal is pretty short. But very different.
I would say if you had to make a choice HL:2
If you don't want to do what the others suggest, I do have two copies of Half Life 2 that I need to get rid of which I'd be willing to let go of for TF2 items.

I dunno. I think the orange box is the best way for those who are new to valve games to get a starter kit. If they want more, they'll buy more, but going straight out and buying the valve complete pack could be a waste of money if they don't end up liking valve's stuff.
