A piss-poor generic rebel #4234 sort of mod, accompanied by terrible voice acting with the thickest accents, this would rank pretty high on the list of bad mods
The basic premise is that you're an average citizen who's apartment is destroyed in a raid. You meet some chick who directs you to her apartment for medical supplies and tells you to meet up with a rebel at the top floor because reasons
So the man gives you instructions to go to a car shop across the street by sneaking through a warehouse with civil protection inside
(You have to listen extremely carefully since they couldn't be arsed to provide subtitles for the thickest accents I've ever heard in a game, they dont repeat instructions either)
After you solve some puzzles with your pants down and no instructions, and find a HEV suit that barney apparently left unguarded in the sewers, you'd probably stop playing there

It's also like 20 mins long and has one voice actor (who's not very good at it either)

Also, I can confirm that Triage is horrible - Modern shooter mechanics do NOT work well in Source, and it REALLY loves to shove in as many rebels and citizens as possible in every part of the map that it becomes a clusterfuck.
There's actually three voice actors, but the second one is a bored sounding woman just reading her lines straight off the script, and the other one has the sound quality of a toaster.

I'd played the patched version first where they remove a lot of the "sidekicks" dialogue, and he still wouldn't stop talking most of the time.
For me Combine Destiny was the worst, it was dull I mean playing as Combine concept was good but the rest was very... underdeveloped (I know it was one of the first mods for HL2 but cmon). I disagree about The Citizen, maybe storyline isn't the best but it was fun to play (atleast for me). And Underhell was and is good, but not finished, they're making new episodes duh.
