Well of course it's a freaking glitch.
Does it matter? Ill let you think.
The answer is no.
Really, it shows up there because whenever you're on your way to the vault (or whenever you've gotten there, I forget when it is) you're overlooking the area of the game where the Rakk hive is. It just so happens that this one corpse is visible because there's something weird about it. It's not just a ragdoll like the other dead enemies.

Thing is there are several Rakk hive's about the place in borderlands, they are just still mostly underground.
There is one near where you find Marley and Moe.
Shoot a nearby rakk and more will fly out.
