Is it just me or is Valve horribly inefficient at updates?

When steam updates only fix one thing, it's 13mb, TF2 updates that fix one single font error are like 3mb. Could anyone explain this? :raise:

The entire file is probably replaced. I don't know, that's the only way you can probably diff a GCF.

That 13 MB update seemed to have also contained the Steam UI Beta.
Besides, in the age of large filesize Flash and Video content all over the net, 13MB isn't much. If you're really having problems getting a few measly MB at a good rate, you should probably look into another ISP.
