I can't return fire because it does too much damage and have a high fire rate.

The ACR does less damage at close range than most other weapons, so that's where it fails. While the MTAR is good for 1v1 or 1v2 at CQC, it can't really do more than that considering how fast it dumps its mag while it also has one of the worst reload times in the game.
Really, the engineer weapons are basically watered down assault rifles. Just use other class weapons if you really want to beat them.
AK-74M with iron sights, suppressor and foregrip is really good. Fun if you like being sneaky too.

AK74 with suppressor and foregrip is incredibly easy to use at its maximum capacity. There's no recoil at all. It's just not [i]good[/i].
