Right, so I asked my mother to use her PayPal to buy Bad Company 2 and IL-2 Sturmovik 1946. It was my money, all $60. But when she had completed the process, it said an unknown error had occurred and that the purchase had not been completed. Will she be billed?

Were you using the new Beta UI?
If so, switch to the old UI and buy it through the old UI.
I've had the same thing, you can check all your purchases if you click on your account in the store, if I'm correct she is not billed and you can retry in a few minutes.
yeah, I'm getting declined as well. No charges on my end. I'm buying Bad Company 2, as well, I think EA is still having issues with their servers.
That error comes up all the time. Infact 'My Account' is littered with all the attempts I made to purchase games.
You will not be charged until the transaction is successful.
Give a few more tries, but purchase them seperately. If it still doesn't work, you'll need to contact Steam Support.
EA servers have nothing to do with Steam, so it will not stop you from buying the game.
EA needs to have their servers up during activation so that they can verify your account to play, seeing as BC2 doesn't use steamworks.

I'm pretty sure that's why, because I've never had a problem with buying games on steam until now. And it won't work through paypal either.

EA has nothing to do with Steam. Steam has a list of keys which it deploys to anyone who purchases the game.
EA servers are up too.
Then I dunno why several people are having the same exact error with the same game within the same day that have never had the error before.
It kinda pisses me off that I can't even preload the game.
The Steam using PayPal billing system has always been royally fucked. It would work sometimes, but other times it would not work.
Especially during peak times, such as the weekend, I would find it would fail more often than not.
Well, paypal has always been royally fucked. I've never seen paypal be fast or smooth with transactions anyway. Steam just appears to be refusing everything for me for now, so I'm going to have to wait until tomorrow for support. Fun.
Edit: Well, beats having full on securom, as opposed to steam wrapped securom.
