Steam error: "To run Steam, you must be connected to internet"

I hope this is the right forum, I need help on that specific error on steam.
As you can see, I'm on the internet, so that's not the cause of the error. Help me fix this, as steam forums always tell me to disable programs which I'm not using.
Tunngle has a similar problem, it can't establish an UDP connection with the server, and uTorrent can't connect to any server in the setup guide (My internet has a lan torrent storage. It's usually filled with music, maps for games and wallpapers (Just saying to avoid the question "Why are you using uTorrent?"))
Are there any firewalls on your system?
The firewall is disabled, and they're on the exception list.
Does your router have an in-built firewall that maybe is blocking certain programs?
I'm not using a router. A cable is going straight into the ethernet card.
I never had such problems. They appeared after I reformated my hard-drive and reinstalled windows.
This can happen if your steam files becomes corrupt. Try deleting everything but /steamapps/ and steam.exe, and it'll redownload itself.
Did that, still the same problem. I think everything is tied together.
Are you running blacklisting software such as Peerblock, if so, that can cause problems.
Nope. Everything was fine before the format.
Are there any ports that you disabled?
None.
Checked windows firewall etc and are you on admin
Have you got another computer to test Steam on, just to make sure it isn't a problem with your connection. I know you said that this has only been a problem since you formatted, but it's best to rule it out.
