Green smoke and dust in Vice City and San Andreas (pics included!)

Long story short: saw Vice City on my shelf and decided to play it again.
However, the game has a weird smoke and dust problem:

The first image is with max settings, the second with it on defualts which seem to be pretty low.
The same sort of thing happened in San Andreas when I last played it a couple of months ago, but I haven't noticed it when I tried it earlier.
PC specs:
2.2Ghz AMD Quadcore
2 Gb RAM
Nvidea 9800Gt 1Gb Green edition
Video drivers updated 5 minutes before this thread was created.
Google search came up with nothing. Compatability mode has been changed, with no effect. Tyre smoke is also green which is also very distracting.
Anyone know what it could be?

Found something interesting. After a few reinstalls, changing settings (using different logins, changing Vista settings, admin settings etc.) I've noticed that the disk seems to install in Win98 compatibility.
I changed it to Windows XP, then [I]unchecked[/I] the box. Leaving it as 98 then unchecking seems to have the same green effect. Also after installation, I was curious if it reset. it did, back to 98. That's fine as it wasn't on this setting when I installed
So far so good. Told Sonny I've got no cash or coke, pissed him off, then enjoyed Vice City without the side-effects of an incoming nuclear winter. Smoke back to normal.
[B][U]Quick guide[/U][/B]
- Uninstall Vice City if you haven't done already. Includes User Files and all savegames (hope there was nothing special in there).
[B]- [/B]Put in the 'Install' disk, close the autorun when it appears. Open My Computer, right click on you DVD/CD drive and select 'explore'.
- Right click on setup application, and change compatibility to the XP setting. Uncheck the box, select 'Apply', then 'OK'.
- Double click on the setup application, follow the installation intructions and select 'Finish' when prompted.
- launch the game, and tell me if it works. I'm hoping this solution isn't just useful for me.
Yeah i have this Too, i believe its something to do with Something going wrong with the install.
Did you downgrade the game at any point? Because when I downgraded San Andreas to install mods a while ago I had green water and dust.
This has happened on every computer and every console I've tried, even with separate copies. I think it's just a funky engine bug/texture

Reinstalled it several times. No success. At least I'm not the only one!
Haven't downgraded it, at least not during the current install. As I said, I just wanted to play it again after it was sitting neglected on a shelf.
I get the exact thing thing, annoying stuff.

Uninstalled it but installing it again is causing me a headache. Disk in, autorun appears, selected setup.exe and nothing. Cursor says it's loading but nothing seems to be happening. Disks are perfect.
Set your color to something more than 16 bit in the options of the game.
