Can anyone suggest a good RTS for me? The specifics i want: (Not required, but wanted)
-Modern warfare style, like C&C generals
-(Hopefully) Free
-Great Moddability, like Warcraft III
-For the PC

The only one Im really concerned about is the moddability one, is tropico 3 moddable?
Not modern, but reeks of nostalgia, AOM + Titans (google it). You might be able to pick it up from the bargain bin at gamestop / wherever. Try getting it as gold though (cheaper)

It puts more strategy into the game
Seemed really shit to me, it's more like some stupid rpg now.
Erm...the first dawn of war games? They still have an active community as far as I can tell, and you can get them pretty damn cheap.
Age of mythology. if you haven't played it yet.

I'd try Warzone 2100. It's not quite modern warfare (it's set in the future) and the research/unit creation and stuff takes a bit to get your head around. It is, however, free, moddable, and for pc/osx/linux.

Try searching up Spring Engine.
It's based around being moddable and there's plenty of good mods/gamemodes you can play, plus it's free.
First supreme commander or TA spring
Battleforge is free, although you have to pay for "cards"(basically extra units and buildings and shit)
Company of Heroes is fun as hell, you can find that for like 5 bucks
Men of War.
World in Conflict
Age of Mythology is pretty awesome

If you didn't notice, it's a simple unit shop, you have to have so much gold and then it'll let you buy whatever you want, subtracting the amount of gold. I'm thinking of starting a city map with these kind of things in it, seen as this was just a test.

I havn't played it but Tom Clancy's End War looks pretty good
Company of Heroes, World in Conflict and Red Alert 2 all kick ass.

Probably one of the best WW2 RTS-games I've ever played. Very realistic, balanced and detailed.
All C&Cs except the last one as it's an FPS, HoIs, CoHs, and others I don't remember.
OP you could get the Command and conquer first decade pack. It's like all the CNC games up to Generals in one cheap, awesome bundle :P

Space Rangers has some RTS in it, though it's not much :|
Sword of the Stars, Sins of a Solar Empire are good RTS'.
He already has Generals I think.
How about Joint Task Force? It's not really moddable but its in Modern Warfare era.
Rise of Nations.
Try Company of Heroes with the first expansion, the best damn WWII RTS out ther in my opinion.
Not super realistic like men of war and faces of war but cool as fuck and very nice graphics.
