Does it give you new weapons or something?

It is an incredible game (unlike some people say, it is far different from L4D) but the DLC that costs money is not worth it. All it does is gives you new character models. The default ones are fine, especially if you are mainly doing singleplayer. The [i]free[/i] DLC provides maps, weapons, and a demoman class, but it's already in the game when you buy it.
