Everytime I hit level 17, then pick a perk, the game crashes.

In an attempt to be helpful, though, your save might be corrupted. Load an earlier one or start over if you have to. And are you running any mods?

I have reloaded 2 different saves ad this shit happened both times.
Yeah, I'm running a lot of mods.
Combat Armor sleeves
Male+Female body replacers
Rorschachs Mask
Disguises
Hunger+Thirst+Sleep
Named NPC's
Clean T51-B
Lambda Power Armor
There's not really any I'd want to lose
those could be the problem.
God damn this shit I was enjoying this game unti I found out it has bugs up the ass.

Beh, I don't want to, but I could delete some of my more trivial stuff, like Lambda armor or disguises.
Only in fallout 3 can a mod break a part of the game you would never think it can interfere with. Disable them all, then slowly add them back in until you find the culprit. Works for me. However, you might want to be careful with those body replacers. IIRC, they fucked up my game once because I disabled them. Removed the textures but not the models(or vice versa), resulting in some hilarious yet disgusting misaligned textures. I also remember something screwy happening with necessity mods as well. I ended up constantly being starving.
My advice: Disable everything but the body replacers and food/drink/sleep mod, then add them back in.
