Can't remember a game. 2d space battles, neon customizable ships.

I used to love playing this game, but for the life of me I can't remember the name of it. It was free.
I think it was battle something. I never played the campaign, only the skirmish type setting. You could make your own ships, add as many weapons as you'd like and the ships were always neon. The ship maker wasn't part of the actual game but it came with it, you had to exit the game make your ship, name it, save it and then load it up. There were a multitude of weapons and parts you could add on.
I remember seeing a few threads a few years back, so I think it was pretty popular on here.

The format with this one is you fight a boss over and over and over, but each time it adds parts to itself according to how you tackled it before, so it sort of adapts to your tactics
