Some of it. You have to pay for Overlord, the clothing packs and Kasumi. The rest is free.

I bought all the DLC's a couple days ago, they're not that great. Honestly, I wouldn't bother with it unless it truly interests you. Pretty expensive for how much content it actually adds, which isn't really all that much.
CRAP, so you have to have bought collecter's edition for the vehicle levels... dang.
Uhm, no. You can still get the Firestorm or whatever the vehicle was pack.
