Alien Swarm - Failed to load launcher DLL

I'm trying to play this good looking game, but it has an error:

Failed to load launcher dll:

(null)

I saw recently it works if you reinstall it, but i tried that but it's still fucked up. I verified integrity of game cache too, still not working.
Never happened to me to other source games.

remove the bin folder of the game and let steam rewrite a fresh copy

Now it shows the same message but this time instead of (null) it shows "Can't find the specified module"
It didn't make a new bin folder

Maybe i should change the internet speed and reinstall it slowly.
