They can unban you, but no matter the consequence, they won't. They unbanned all those guys because it was a huge mistake, not a one-time hack.

When you get VAC banned, do they remove the game or your whole account, and if they remove the game can you re-purchase it?

They just block your account from ever using online again in every valve game, you have to reactivate a different account to play again, so you must re-purchase it, Yes.

ITT: People who don't understand how VAC works.

VAC bans are reversible however they're only done on a rare basis, ie such as the recent MW2 one where there were false positives. VAC bans used to be temporary (pre 2006) however Valve around 06-07 swapped them to permanent bans and to this day, remain as such.

Bans are on a per engine basis, not all games.

Something like that could only get you a ban on the server you were playing on. You were probably using an external program hooking into the program.
VAC doesn't look at what you do in-game, it looks at memory, and anything interfering with the .exe.
