as far as I know, ONLY VALVE can make GCFs.
Is it possible? Yes.
Has anyone done it? No.
Would there be a logical reason to do it anyways? Not that I can think of.
Only Valve and its contracted third-party devs (ex. Garry) have the tools to create GCFs
