Well, recently I've been looking for an RPS game, with FPS elements. Maybe, placing units and then going first person to fight with the units you have. Kind of like Iron Grip: Warlord. I just think that there aren't many games like this, and if there are I would like to play them.

Men of War lets you direct control any unit, but it's third-person. You can set the camera behind them, however.
Try out the demo.
X3 Terran Conflict and Mount and Blade are sort of vaguely like that. You can fight alongside your own troops, but they're not RTSes as such.

Search ebay for C&C the first decade. Contains all of the C&C games worth playing and shouldn't cost much at all

Ah, I just forgot the name of it...
Renegade is A+++++ game, but I'm not sure how many still play it online. I use to play that for years.
But to me the game described is exactly like Warzone 2100, an old PSX game that has gone freeware now. Can find it by doing a quick search.
If you're into sourcemods there is a half decent one called Empires where one player is the commander who places buildings and controls tech tree upgrades and everyone else is a fps player.
